SUMMARY:DARYA Capacity Development Workshop Series (ETF)
DESCRIPTION:Building on dialogue and collaboration with partners from five Central Asian countries from the EU-funded DARYA project\, this event will discuss and examine professional standards for the effective functioning of national qualification systems (NQS). Professional standards are used as inputs for the development of curricula for formal and non-formal learning\, and for assessment and validation of professional competence of people. This seminar aims to foster knowledge sharing and promote the exchange of experiences and good practices for the improved development and implementation of professional standards. \nThe seminar will consider European and Kyrgyz examples of the development and use of professional standards\, as well as analyse Kyrgyz practices\, gaps and needs. The seminar will combine general provisions of objectives\, principles\, links to national quality standards and national quality frameworks\, as well as demonstrate real examples from different countries. \nHighlights of the session are expected to include: \n\nImproved understanding of the objectives and principles of the development and examples of the use of professional qualification standards\, as well as their relationship to National Qualification Systems (NQS) and National Qualification Frameworks (NQFs);\nRecommendations for improving the methodology of development and approaches to the application of professional qualification standards in Kyrgyzstan.\n\nThis seminar is intended for developers of professional standards\, users of professional standards and coordinating institutions. SUMMARY:5th International Conference of the German Research Center for Comparative Vocational Education and Training (G.R.E.A.T.)
DESCRIPTION:The conference will address current issues and findings within the context of sustainability in vocational education and training (VET). The Sustainable Development Goals (SDGs)\, initiated in 2015 in the United Nations’ publication ‘Transforming our World’\, declare VET as a central aspect of Goal 4 of the SDGs\, which aims to “ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”(UN\, 2015\, 17). \nWithin the context of the conference\, a broad understanding of the concept of sustainability will be applied\, integrating scientific papers from a wide range of perspectives. Consequently\, both conceptual and empirical contributions are welcomed. In addition to ecological topics\, social and economic issues can also be the focus of investigation\, whether at the macro\, meso or micro-level of VET. Formal\, non-formal or informal learning can also be addressed. \nAs in the past\, the G.R.E.A.T. conference considers itself an international forum for scientific exchange. Therefore\, contributions from diverse geographical locations\, including those from countries or regions worldwide\, as well as those offering a global or local perspective\, are equally welcome. In order to participate in the conference and offer a 30-minute conference presentation\, we welcome submissions of abstracts which may be qualitatively\, quantitatively or conceptually oriented\, and with a focus that may be national\, international or even internationally comparative. Collaborative presentations by several researchers are also invited (with a maximum of two presenters active at the conference).

DESCRIPTION:The number of children and young people worldwide who are not attending school has risen for the seventh year running\, reaching the 273 million mark. The main reasons for this trend are population growth\, crises and shrinking education budgets. This is the key finding of UNESCO’s Global Education Monitoring (GEM) Report 2026 – the global benchmark publication on the state of education. \nCurrently\, one in six school-age children worldwide is excluded from education\, and only two in three young people complete secondary education. Nevertheless\, many countries are making significant progress\, which shows how important the national context is when setting targets and measures. \nThe Austrian Commission for UNESCO\, the Austrian Foundation for Development Research\, and the Faculty of Philosophy and Education of the University of Vienna cordially invite you to the national presentation of the UNESCO-Global Education Monitoring Report 2026 “Access and equity“. \nManos Antoninis\, Director of the UNESCO Global Education Monitoring Report\, will give insights into the report’s findings. In a subsequent panel discussion\, Christoph Wiederkehr\, Federal Minister of Education\, and national experts will analyse questions relating to access and equity on a global and national level and address current challenges in the education system. \nLANGUAGE: The event will be held in English and translated into Austrian Sign Language (ÖGS).

DESCRIPTION:As the 2030 deadline for the Sustainable Development Goals (SDGs) approaches\, interest in whether they will be achieved – or missed – is intensifying. SDG 4 focuses on education and states: “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” Yet current forecasts are sobering: on a global scale\, none of the SDG 4 targets is expected to be met by 2030. The Global Education Monitoring Report (GEM) – an annual publication by an independent team of UNESCO-based experts assessing progress toward SDG 4 – will devote its 2026 edition to a comprehensive stocktaking of one of the most critical targets: access to and equity in education.

DESCRIPTION:DARYA aims to foster participatory and inclusive dialogue mechanisms at national and regional levels as the cornerstone of long-term\, sustainable cooperation in the region. As part of this effort\, the 5th DARYA High-Level Group meeting will convene in Ashgabat\, Turkmenistan in October. The meeting will examine how skills development can contribute to sustainable transport connectivity in Central Asia\, with a particular focus on the Trans-Caspian Transport Corridor (TCTC). \nThe meeting will facilitate reflections on shared challenges and identification of opportunities for coordinated regional policy responses. Discussions will explore how workforce development can strengthen corridor performance and competitiveness by building on DARYA’s work in transport and logistics. The meeting will also situate these discussions within the broader EU-Central Asia strategic partnership\, the Global Gateway strategy\, and ongoing EU support for sustainable transport connectivity\, investment\, and regional cooperation in Central Asia. \nParticipants will include the EU Special Representative to Central Asia; Deputy Ministers of Education and of Labour of Kazakhstan\, Kyrgyzstan\, Tajikistan\, Turkmenistan\, Uzbekistan. \nThere will be representatives present from the European Commission (DG INTPA)\, the European External Action Service (EEAS) and EU Delegations\, as well as Team Europe Partners: EU Member States and EU financial institutions. \nSectoral stakeholders and partners from the EU and Central Asia will also be attending\, including public authorities\, industry and private sector representatives. \nThe meeting highlights are expected to consist of: \n\nDiscussions on policies and practices related to prioritising skills development and transport connectivity across Central Asia;\nDiscussions on regional skills challenges affecting the Trans-Caspian Transport Corridor  (TCTC);\nSessions on business skills needs\, emerging occupations and workforce challenges linked to the corridor;\nCountry reflections on labour market trends and skills gaps in transport and logistics;\nA panel on innovative approaches to skills provision\, industry partnerships and vocational excellence.\n\nThe event will be conducted in English with simultaneous interpretation into/from Russian.

SUMMARY:Webinar: Who Advocates for the Apprentices? The Role of Social Dialogue
DESCRIPTION:A key promise of dual VET is that young people gain valuable workplace experience while developing skills that improve their employability and career prospects. However\, the workplace is also where important risks can emerge. Apprentices may experience poor training quality\, unsafe working conditions\, weak supervision\, or lack effective mechanisms to raise concerns and protect their rights. As countries expand and strengthen dual VET systems\, one critical question becomes increasingly important:  \nWho can lobby for the interests and needs of apprentices and ensure high-quality workplace learning?  \nIn many partner countries\, dual VET reforms are primarily driven by governments\, employers\, and business membership organisations. While these actors play a crucial role in establishing apprenticeship systems and receive a lot of attention\, the perspectives of employees and apprentices are often less visible. Yet ensuring that apprentices receive quality training\, fair treatment\, and meaningful learning opportunities is not only important for apprentices themselves. It is also a key concern for parents\, who entrust companies and training institutions with the education\, well-being\, and future prospects of their children.  \nMany established dual VET systems address these challenges through governance arrangements that involve different stakeholders in overseeing apprenticeship quality and safeguarding apprentice interests. SUMMARY:Rethinking Care Careers: Gender\, Skills and Wellbeing for Stronger Regions
DESCRIPTION:Across Europe\, care sectors are facing increasing labour shortages\, driven by demographic change and rising demand. These sectors remain highly gender-segregated and often struggle with attractiveness\, workforce wellbeing\, and their capacity to attract\, retain and support people’s right to stay in regions. In this workshop\, regional policymakers in the French region Centre-Val-de Loire will present training policies to raise awareness of gender-based violence in care settings. We will explore VET policies on wellbeing and inclusion\, including inputs from a representative from the Finnish Etelä-Savo region; EU standards from OSHA; and gender-sensitive good practices in adult learning.
