Strategic Focus in VET

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs (FDFA).  
Vocational skills development (VSD) is a cornerstone of Swiss development cooperation. Training bridges the world of education with the world of work: graduates increase their chances of finding decent employment and earning a better income. A skilled workforce raises the competitiveness of companies. As such, VSD has a direct bearing on poverty alleviation and on social and economic development. 
In the Swiss Cooperation Strategy 2017 – 2020 for Kosovo it is mentioned that under the Economy and Employment (ENE) domain elements of the Swiss dual-track system will be piloted and integrated in socially-inclusive ways with the private sector, social enterprises and relevant government institutions such as the Ministry of Education, Science and Technology (MEST) and the Ministry of Labour and Social Welfare (MLSW). 

Dual Elements

  • Familiarization of line ministry personnel with dual-track VET incl. participation at VET conferences such at the VPET Winterthur event (in progress).

  • Participation in regular VET donor meetings to coordinate projects in VET incl. dual-track VET (BMZ, GIZ, ADA, Lux-Dev, EU and USAID) (in progress).

  • Contribute to the organisation of internship and practical work (after VET training) through Municipality based Career Counseling Centers (in progress).

  • Piloting of internship scheme in the wood-processing sector (furniture) as a starting point for later introduction of dual-track VET (SDC, USAID and Norwegian Embassy) (in progress).

  • Promotion of dual-track VET among to the private sector in promising sectors (IT/ICT/BPO, wood and metal sector, and retail and other service sectors) (in planning).

  • Involvement in policy and legal matters to formalize dual-track VET with line ministries, private sector and involved donor agencies (in planning).

  • Gradual rollout of selected elements of dual-track VET in SDC funded projects such as the Enhancing Youth Employment (EYE) (in planning).
