Strategic Focus in VET

The ADC has a longterm running Country Strategy for Kosovo for 2013-2020. The strategy for Kosovo focuses on two priority sectors and three cross-cutting themes: Economic Development-focusing on rural areas; Education – focusing on Higher Education – and Cross-cutting themes of Governance, Gender equality and Environment.

Overview Project Portfolio

  • Aligning Education with Labour Market Needs (ALLED) focusing on: strengthening of the quality and relevance of education programmes and the link between education and the labour market as a precondition for employability and economic development.

    The project works at the following levels :

    • Higher Education
    • National Qualifications Framework
    • Vocational Education and Training

    The project is implemented by consortium ARGE Bildung Kosovo. The implementing consortium partners are BIT – bit management Beratung GmbH (leading the consortium), World University Service (WUS) Austria, KulturKontakt Austria and Callidus Obrazovanje d.o.o

Dual Elements

  • The projects overall goal is to strengthen the quality and relevance of education programmes and the link between education and the labour market as a precondition for employability and economic development. It seeks to advance cooperation and dialogue between education institutions and social partners.

  • In order to achieve this overall objective, the project supports  and advances quality improvements to education programmes relevant to the labour market.

  • Key to the approach chosen is the involvement of the private sector and its perspective wherever possible, e.g. in needs assessment, the definition of occupational profiles, standards, qualifications and curricula definition, in training infrastructure provision, in training delivery (more practical training), in assessment and certification.

  • Problems in implementation of dual system in Kosovo relate to:

    • System: No model for planning and recognition/verification of knowledge
    • No Incentives for businesses for supporting work-based learning
    • No discussions about the needs of businesses to support work-based learning of it such as internship, apprenticeship and similar.
