Cost-Benefit Considerations for Companies Engaging in Dual VET

“How can companies be convinced to engage in dual VET?”. This is certainly one of the most prominent questions that has accompanied our work in the DC dVET since the beginning. To address this question, it is key to understand how companies make their decisions and to speak their language. Existing evidence shows that companies are, as in any other investment decision, guided by economic principles when deciding whether to provide training or not. It is therefore crucial to understand both, the costs as well as the benefits for companies resulting from an engagement in VET.

Cost-benefit analyses allow these two sides of the coin (costs and benefits) to become visible. They provide evidence that opens the door for a dialogue with companies and may contribute to convincing them to participate in dual VET. At the same time, it is crucial to understand the full picture of the local context, i.e. to also capture other reasons apart from costs and benefits that might motivate or prevent companies from engaging in dual VET.

In this newsletter, we explore the relevancy and feasibility of cost-benefit analysis in the context of development cooperation by providing in-depth information and resources, insights into concrete experiences and thoughts on potential alternatives.

The Donor Committee for dual Vocational Education and Training (DC dVET) is a cooperation between ADA, BMZ, LED and SDC. Vocational education and training - including dual approaches - have always been an important pillar in the development cooperation of Austria, Germany, Liechtenstein and Switzerland. DC dVET aims at enabling an even better use of the existing expertise by bundling the know-how. The Committee supports its members and their VET project partners, promotes coordination between them and serves as a dual VET knowledge hub for a broader public (see products and services).
