The Donor Committee for dual Vocational Education and Training
Vocational education and training (VET) has always been an important pillar in the development cooperation of Austria, Germany, Liechtenstein and Switzerland. VET projects and programs – including such with dual approaches – have been implemented in cooperation with their project partners for many years. In order to make even better use of their experience and expertise in this area, the four countries founded the Donor Committee for dual Vocational Education and Training – DC dVET.
Vision: Dual vocational education and training as an opportunity
Dual vocational education and training in development cooperation offers numerous opportunities to support individual, economic and social development in our partner countries. As the Donor Committee, we want to jointly make better use of these opportunities.
Mission: Making the benefits of dual VET usable
- We want to strengthen the institutional exchange with each other and – through a common thematic understanding – improve our interventions and vocational education and training programmes in partner countries.
- We want to illustrate how dual vocational education and training can be implemented on a target-oriented basis and adapted to the situation in different contexts.
- We want to further support the incorporation of dual vocational education and training in development cooperation and raise public awareness of the dual approach – without copying the system one to one.

Mutual Understanding and Principles
The Donor Committee has established a common understanding and laid out a set of principles for dual vocational education and training. In this document, DC dVET explains its view regarding the key dimensions of dual VET and identifies its success factors. The document also includes recommendations for future development projects.
